ID Cards to Be Provided to Persons with Disabilities

PHNOM PENH: The Royal Government issued a sub-decree on "Disability Identification by Social Model and Basic Rights.”

This sub-decree is designed to identify target groups of persons with disabilities to improve their livelihood and access to social services. The government will also use data to identify target groups for social assistance programs and social security.

The Royal Government issued the sub-decree to provide ID cards to persons with disabilities to make it easier for them to receive benefits from the social protection system and other social services in accordance with the policy of the Royal Government.

Identification of disability according to social norms and fundamental rights must be implemented by the Ministry of Social Affairs, Veterans and Youth Rehabilitation and with the support of relevant ministries and institutions such as the Ministry of Interior, the Ministry of Planning, the Ministry of Health, the Ministry of Economy and Finance and the Capital, Provincial and Commune Administration.

The sub-decree states that anyone who falsifies disability identification or disability identification data shall be held accountable before the law.
